The Village of Cumberland has adopted a new zoning bylaw aimed at increasing housing options and aligning with updated provincial housing requirements.
Village council approved the bylaw following a public engagement process that began in 2025.
The changes implement the community’s new Official Community Plan while responding to direction from the Province of British Columbia to broadly allow small-scale multi-unit housing.
Cumberland Mayor Vickey Brown says the bylaw represents a major milestone for the community and reflects feedback from residents, advisory committees, builders, and developers who participated in the consultation process.
One of the key changes allows most single-residential lots to be pre-zoned for up to four housing units.
That means property owners and builders can move directly to the building permit stage without needing additional rezoning approvals, which the Village says will help respond to housing shortages and streamline development.
The Village says the updated bylaw has also been reformatted to be more user-friendly, with clearer organization and cross-referenced links throughout the document.
