Courtenay Council has reviewed the City’s first progress report under the Province’s Housing Target Order, covering the period from September 2025 through February 2026.
The report shows that 164 net new housing units were completed over the six-month period.
That represents 82-percent of the City’s Year 1 target of 200 units.
Most of those homes came from just two major projects, highlighting how overall progress can rely heavily on a small number of large-scale developments.
The City is performing well when it comes to market housing supply, already surpassing its annual target in that category.
However, the report also points to a continued gap in affordability, with no below-market or affordable housing units completed during the reporting period.
Looking ahead, there are 295 units currently in the development pipeline through issued building permits.
That suggests the City is in a strong position to meet, or come close to, its early housing targets, provided those projects move forward as expected.
The report will be submitted to the Province.
Staff will also continue working on policies and processes aimed at supporting both market and below-market housing development.
